"We're not mature enough as a city," she said. "We don't have a city engineer, we don't have a city planner — it would become urban sprawl."

Greenwood said she is positive citizens will reject the annexation.

Chad Beus, of Mountain Shores Development, isn't holding his breath waiting for residents to make a decision, though. He and his partners are already meeting with Utah County Commissioners to discuss alternative options for developing the land, including starting a new city.

"We understand it is a small community. They are all neighbors and they have to be sensitive to each other," he said. "We're very interested to see how the vote comes out, but we're not going to wait four months for them to make the decision."

As Mountain Shores Development could develop a higher density subdivision if they formed a new city — as many as 700 houses — the only advantage to annexing with Genola is saving time, Beus said. Putting the decision off until November sets the development back considerably, but Beus is still interested.

"We would like to see Genola say yes so we have that option," he said.
