He also acknowledged he may face the death penalty if convicted of his crimes and that his actions got him nowhere.
Allgier signed release forms on Tuesday that allowed television reporters to talk with him Wednesday, the TV stations reported.
Also Wednesday, additional information came to light about Allgier's past as a troublesome and difficult inmate.
Allgier spent less than a week at the Tooele County Jail in April. He was being held for the U.S. Marshals Service, but jailers asked the Marshals Service to move him elsewhere after he threatened jail staffers.
Prior to his time in Tooele, Allgier was housed in the Wasatch County Jail. Wednesday, Wasatch County authorities confirmed Allgier was there for about a month before they requested he be moved. They could not comment Wednesday on why they requested the transfer, but they did note that Allgier's wife lived in Heber and that is why he wanted to stay in that county's jail.
Ford said corrections officials were in the process of reviewing their prisoner transport policy as well as coordinating with the University of Utah and police to determine how to meet safely everyone's needs.
"We will give you a full report once the investigation is complete," he said.
Ford noted, however, the prison also has several new features that came online recently that should help with the transporting of inmates. One is called "Telemed," which allows inmates to have an initial diagnosis with a doctor outside the prison through a video monitor.
All prisoner visitations have also been canceled through the weekend as part of the cool-down period, Ford said.
Earlier this week, corrections officials said it appeared all prison procedures were properly followed in the Allgier matter.
Corrections officials and prison staff members aren't the only ones mourning Anderson's loss. Some inmates are raising money to donate to Anderson's memorial fund, Ford said.
"Inmates really liked this guy," he said.
