In the next day or two, all prisoner transports are expected to return to normal, he said. Transporting prisoners to state courts is expected to resume Wednesday.
Tuesday, prisoners were allowed to come out of their cells but not their sections, Ford said.
Ford said it wasn't only prison officials who mourned Anderson's death. Some inmates were saddened, too.
"Our officers have been reporting they have heard lots of comments from offenders who are expressing sympathy," he said. "Some of the inmates, not all of them, have been expressing sorrow."
Anderson was a man who got along with everyone because of his good nature and because he treated everyone with respect, Ford said.
Salt Lake City defense attorney Ed Brass said Anderson was highly regarded among defense lawyers. "He was courteous, patient and professional," he said.
Just a week ago, Anderson transported two of Brass' clients who each commented that the veteran guard was a gentleman, Brass said.
The orthopaedic center, including the MRI room, was up and running fully Tuesday. University of Utah Department of Public Safety Chief Scott Folsom said his officers were working closely with Salt Lake City police Tuesday to finish conducting interviews and prepare preparing to present their case to the Salt Lake District Attorney's Office before the end of the week.
"One thing we can do for the victim is make sure the person who did this is appropriately charged and properly sentenced," he said.
"I would like to express my heart felt condolences to the family of Sergeant Stephen Anderson. I hope that Gods love and power of peace may be with you during this difficult time," wrote Rich Stone with the Salt Lake Metro Gang Unit.
Co-workers from the Utah Department of Corrections also wrote their tributes.
"No tribute or word can aspire to bear witness to an officer's life or the duty they bear. But examples of how officers are commonly viewed are as servants, mediators, stewards, custodians, baby-sitters and emissaries. It almost seems unfortunate that the suffering they endure for the good of the public does not place them in the light of courageous, undaunted, caring, selfless and yes as heroes until they have sacrificed everything they have and would have been for the common good. Officer Anderson truly held all of these traits for the fact he bypassed professions that proffered wealth, fame and societal admiration to strap on his weapon and badge for 22 years to serve the public that didn't even know he existed up to this moment," said Corrections Sgt. Tim Green.
