Salt Lake City Council adopts $202 million budget

The budget does not increase property taxes, but it does increase a few fees. A parking tax at city-run facilities will increase to $1 an hour. That tax is currently 50 cents an hour at the Salt Lake City International Airport, so rates there will go up by 50 cents. But at the main branch of the city's library and the parking garage under the Gallivan Center, the tax is not currently levied, so rates there will increase by a full $1.

The tax should theoretically also add $1 an hour to parking at the Matheson Courthouse and the Salt Palace, but because those buildings are owned by the state and county respectively, city staff are unsure whether the tax can legally be applied. Attorneys are looking into it, but revenue from the tax at those buildings was not figured into the budget.

The council increased the fees charged by the city's water utility by 4 percent, to replace aging infrastructure. Storm-water and sewer fees will not change. However, to keep pace with inflation, the budget raises impact fees — paid by developers to cover the increased need for utilities — by 9 percent for water, storm-water drainage and sewer.
