Scenario D would limit residential growth to current city limits by filling in vacant land and reusing commercial and industrial sites. Light rail, extended bus service and a new major thoroughfare would link the east and west sides of the St. George metro area. Few, if any, BLM lands would be sold under this scenario and more land would be conserved for recreation and to preserve habitat for animals and open space.

"Our assumption is that when people get good information, they make good decisions," said Fayles, who added that the scenarios and a questionnaire are available online at visiondixie.org.

Once additional data is gathered from this series of public meetings, Fayles said Vision Dixie will develop two final products: a preferred growth scenario, which will probably be a hybrid of the four scenarios; and a "growth principle," which should be adopted by the member cities and towns to help guide future growth decisions.

"The growth principle actually has a longer shelf life," he said. "If we look out far enough on the horizon, everybody wants the same thing — a clean environment, good jobs, etc. These scenarios provide a snapshot of what the future could look like."
