The environmental groups won their lawsuit, and work stopped on the highway in 2001. Four years later, the state signed a settlement. Work began on the highway in 2006, and the road is planned to open in 2008.

Sam Klemm, spokesman for the Regional Council, said Thursday that the plan for a road near Sheep Road was designed as a "placeholder," to preserve the route if it's needed. There is no regional road connection west of I-15 in Davis County, he said, but plans can still be changed.

As for removing the frontage road at 1250 West from the plan, Centerville Mayor Ronald Russell said he approved. The city wants to build the road to connect to a possible development west of I-15. Earlier this year, Centerville obtained permission from UDOT to build the road next to the Legacy Parkway if the city obtained proper federal permits.

But Russell said he wasn't aware of any plans to actually build a road in the area and that any concerns were premature.

Progress on Legacy Parkway can be seen where it runs parallel with I-15, left, just south of Farmington.
