CEDAR CITY — The City Council is opening some streets to all-terrain vehicle riders who want to reach popular trails.

Opponents are worried about noise and traffic and also question whether police will be able to enforce the new law.

"The police department has never been able to control it, and I don't think they ever will," said Doug Haycock, who wrote to protest the ordinance, which was approved Wednesday, 4-0.

The ATV hot spots are Three Peaks Recreation Area near Enoch, Summit Mountain Road and Kolob Mountain Road The ordinance creates a map for ATV riders, requires adult supervision for kids 12 to 16 and sets a curfew of one hour after sunset.

"It will be strongly enforced," Police Chief Bob Allinson said.
