House panel backs Real ID Act resolution

A resolution urging Congress to reconsider the Real ID Act got a unanimous nod from a House committee and will be placed on the House's consent calendar for a vote.

The 7-0 vote by the House Government Operations Committee vote came after representatives of the Eagle Forum and the ACLU both expressed support for HR2 sponsored by Rep. Glenn Donnelson, R-North Ogden. The federal law is aimed at more secure drivers' licenses. Concerns raised Tuesday included the cost — for Utah roughly estimated at $2.5 million to implement — and the potential for national ID.

Donnelson said the combined support of the civil liberties group and conservation coalition is "kind of ironic," but also an indication of broad support.

"It shows where the American people are at they just don't want a national ID," he said. "It's an unfunded mandate."

The federal act could cost states $11 billion over five years, according to a study released last year by the National Governors Association, the National Conference of State Legislatures and the American Association of Motor Vehicle Administrators. However, because the final rules have yet to be issued, it's unclear what it really means or what the cost to the state will be.
