A $400,000 database that would help victims of identify theft was added on to the committee's priority list at the last minute and placed in the number four, one-time money slot.

The committee also voted to give $1.5 million in one-time money for government budget planning software and another $2 million for voting machine hardware maintenance money. Over $2 million for the State Court Complex was the top priority on the one-time list.

Transportation:

On Friday last week, the Transportation Appropriations Subcommittee approved a $714 million base budget for the state Department of Transportation.

The committee also prioritized a list of spending recommendations. One of the top requests was to give about $36 million in general fund money to pay off bonds in the Centennial Highway Fund, which was created to build projects such as expansion of I-15 in Salt Lake County.

Lawmakers are still debating how much one-time money they want to give Centennial to avoid bonding. That's expected to be a top budget debate as the session continues on.

Other recommendations were to give $60 million in ongoing funding for small construction projects such as lane additions and another $30 million in ongoing funding for bridge repairs.
