City to fill TRAX funding shortfall

"I think it's the right thing to do," said Councilman Van Turner, who represents the neighborhood through which the street runs.

Community development staff had recommended putting all applications — including the Galvez and Japantown streets — on hold while the city hashes out a new policy.

"It seems like whether we need to review the policy, which we can do, it shouldn't preclude the work that's already been done," Councilwoman Nancy Saxton said.

Cruz's Scout troop leader, Michael Clara, has speculated that Anderson's opposition to the Iraq war influenced the call for a moratorium, but administration officials say the recent increase in name-change applications has made clear the need for a more straight-forward policy.

The current street-naming policy requires applicants to pay a $250 fee, and the council votes on proposed street names after a recommendation has been forwarded by the city's planning division, based on such things as nearby property owners' support for the change and any effect on utilities or mail delivery.

However, as the policy is now written, there are no clear guidelines. A policy review would likely include questions such as whether name changes should be limited to historical figures or events and school mascots; should include major thoroughfares or side streets; and should have a different application fee.
