Meanwhile, plans for the project have been stalled, which has created a problem for Liahona co-owner Kolleen DeGraff.
The school planned to complete an expansion by fall 2007.
But the window of time to meet that deadline is rapidly disappearing, Pepperone said.
"What's frustrating for me is these are families' lives, and their children, that they're affecting," DeGraff said. "It's a turf war between these two cities that we don't have anything to do with, and it's affecting our lives."
DeGraff said if the project is cancelled, or if it changes cities, the school might build on the original land that was donated to them.
The land has a zoning conflict that prompted Pleasant Grove to trade land with Trophy Homes and build on the Sager annexation instead.
The arrangement was orchestrated by Pleasant Grove Mayor Mike Daniels several months ago after Liahona's originally designated land was found to be zoned for sexually oriented businesses.
