But even a tax increase won't be enough, he said. Aging Services will need to call on volunteers and will need to partner with the 15 cities in the county to find ways to provide services in the future.

Rawlings said if the commissioners approve a tax increase, "we'll have enough to get us though the next few years."

The county's tentative budget will be approved in November, and the final budget will be approved in December. Before that, residents will have an opportunity to comment on any proposed tax increase, Rawlings said.

Davis County is considering a 5.2 percent increase in property taxes that would bring the county $6.24 million in additional revenue.

For a $167,000 home:

2007 proposed tax: $1,200
