USTAR may be a costly victory for higher ed

The extra 400 tuition waivers state schools can offer out-of-state students aims to help Utah State University to recruit Idaho and Wyoming students, whose enrollment has tapered off in recent years due to the $6,000 tuition difference.

Utah residents returning after serving in the military will also be getting a tuition break with legislation to allow those men and women to receive resident status.

High school students trying to get a few college courses under their belt before graduation will have to pay for concurrent enrollment classes with a bill passed Wednesday requiring students to pay $30 per credit hour.

The bill passed despite concerns from several legislators that the fee would price out low-income students from taking college courses.

Sponsor Rep. Margaret Dayton, R-Orem, said the measure will breathe life back into the concurrent enrollment program, which has struggled financially with little state funding flowing to the universities.
