Clearfield city manager resigns after 20 years

CLEARFIELD — City Manager Jackie E. Bippes is resigning after 20 years of managing the day-to-day affairs of the northern Davis County city. His resignation will be effective Tuesday, Jan. 3.

Bippes could not be reached for comment Wednesday, but a city spokeswoman said that "Jack will be pursuing new challenges and opportunities in the private sector." City Attorney Larry Waggoner will serve as city manager until a new person can be found to fill Bippes' position.

With Bippes' resignation, Clearfield city will face significant change. During the November elections, Mayor Tom Waggoner and two incumbent councilmen were ousted by voters from their positions. Dan R. Phelps, a political newcomer, will be sworn in as Clearfield's mayor in January.
