The proposed surcharge also has several logistical problems, according to critics. First, UTA is still studying how to collect from monthly pass holders — a group that includes education and economy pass riders. Second, the authority must determine how to print and collect tickets. Third, it must decide how to enforce the surcharge.

Low-income advocates also have concerns. A fare increase has a significant impact on people with fixed incomes, according to Bill Tibbits with the Crossroads Urban Center.

During Wednesday's meeting, board members joked that UTA would be sending a sad message to riders, particularly around the Christmas season. "Ho, Ho, Ho," said Keith Bartholomew, a board member. "Here's a lump of coal from UTA."

The UTA Board of Trustees is scheduled to hold its regular meeting at 2 p.m. Wednesday. Board members will again review UTA's preliminary 2006 budget, the surcharge and cuts to service. The public is invited to attend.
