Yocom investigated and prosecuted Workman for using county money to pay the salaries of workers at a boys and girls club run by her daughter. Workman was found not guilty but resigned.

Besides the Torino issue, the City Council has also called for an accounting of how private donations were used to pay for an Anderson-backed fountain at Library Square. The Celebration of Life monument cost more than $600,000 to build. As of last month, private donations had funded half the bill, which is due by year's end. Some fear the city or the library system could get stuck with the bill.

The combined controversies are causing the council to think about having more strict budget controls on donations.

"There should be some involvement by the City Council," councilman Dave Buhler said.
