To the people of Seychelles, he said he has "always been impressed with the accomplishments of your country, one of the smallest in the world in population, but able to stand with pride among all nations. Seychellois enjoy a high standard of living, with a good medical infrastructure and probably the most beautiful environment in the world."

In an opinion piece posted on the embassy Web site, Price also praised the Comoros government for its march toward free elections, noting that sanctions against the country were lifted in late 2003. The transition of power through democratic elections there should be complete by 2006.

"Today, the people of Comoros enjoy the freedom to vote in elections, the economy has more prospects for development and international partners are beginning to invest because democracy is taking root," he said. The most glowing comments were directed at the people of Mauritius, who were praised as leaders in the fight to bring democracy and stability to the region.

"I am envious of the next U.S. ambassador who will be chosen to follow me here," he said.

"I leave with a great respect and deep admiration for the people of Mauritius," he added. "My experience serving here has been the capstone of my professional career."
