Developer Rulon Gardner is excited about the project because it hits close to home. A Fruit Heights resident, he said he doesn't have many shopping choices nearby, and this development will change that. The former president of The Boyer Co., he was involved in building The Gateway in Salt Lake City and has built smaller residential developments as well.

"We feel that the NMU project, where it balances residential and commercial, meets the intent of the zone," Gardner said.

Should NMU zoning become restricted to housing, the developers plan on building multi-family residences which are also unpopular with opponents, but will likely fit the code.

"It's in the city's hands now to decide whether they want to promote or discourage it," Dixon said. "I hope they catch the vision of what is being proposed, because I don't think we will have this opportunity again."

The public hearing is Tuesday at the Multi-Purpose Room of the Farmington City Hall, 130 No. Main St. at 7 p.m. For more information on the development, go to www.farmingtonoldfarm.com.
