Utah County slow to fund rail project

"It's going to come down to the point where, they're going to have to say 'Here's the money, let's do this,' " Inglish said.

"Every time UTA does a project, it's because we sense there's a public demand for that. We put up a product for the public to buy. We think we know what they want. . . . We're just waiting for the opportunity to put the product on the market."

What is commuter rail?

Commuter rail is "long-haul rail passenger service operating between metropolitan and suburban areas," according to the American Public Transportation Association.

When will commuter rail be built in Utah?

The first phase will be built by 2008, extending 44 miles from Salt Lake City to Pleasant View. An extension into Utah County is slated to begin operation by 2015. Final extensions will be built by 2030, completing a 120-mile system from Brigham City to Payson.

Who will ride it?

At least 5,900 passengers each weekday are expected to ride commuter rail's first phase.
