At present, the mayor of Eagle Mountain has executive and legislative powers. The mayor sets the agenda for City Council meetings and has a vote in the case of a tie. Liddiard would like to see a system where the mayor and City Council are more separated in their powers. However, he said issues like government structure and the full-time mayor proposal would be best decided by the public, not the City Council.

"I would prefer to have the voters decide if we need a full-time mayor," he said.

Liddiard declined to speculate about the measure's potential for approval, saying "ask me Wednesday morning."

Hillman said it is unclear whether Liddiard (as interim mayor) or the new mayor would be eligible to receive the full-time pay when the new budget takes effect if the full-time designation is approved on Tuesday.

Mayoral compensation has long been an issue in Eagle Mountain. The subject first surfaced in 2002, when it was discussed in a City Council meeting but no action was taken.

It resurfaced last year, when the council voted to increase the mayor's compensation from $400 to $1,000 per month and the compensation of council members from $200 to $325 per month. No benefits were approved for the mayor or council members.

Liddiard said the measure has more momentum this time primarily because of Bailey's support.

"We have a mayor who's done a fantastic job," Liddiard said. "I think the world of Kelvin Bailey. He's laid a strong foundation for our city and wants to make sure it is taken care of."
