Big-box battlers insist: 'We matter!'

"It doesn't crowd out any existing neighborhoods or bring traffic to any existing neighborhoods," he said. "We wouldn't even try to put it in what we call the heart of South Jordan proper."

Sandy and Riverton residents are currently embroiled in multiple lawsuits over proposed Wal-Mart sites. Opponents of the Centerville Wal-Mart filed suit earlier this month.

"If you go to court, you live to fight another day," Norman said.

Norman's Web site, www.sprawl-busters.com, lists 248 cases where residents successfully blocked a Wal-Mart at least once. While still a small number, he calls it progress.

"I look at this movement one victory at a time," he said. "I don't see the solution coming at the federal level. Most state governments don't want to get involved. It's really a local battle. It's local communities and their zoning and general plan versus Wal-Mart."
