CITY GOVERNMENTS: Those seeking RDA dollars to recruit retail development must wait out a one-year moratorium.

SEAT BELT ADVOCATES: Efforts to adopt a primary seat belt law will have to wait yet another year.

OWNERS OF IMPOUNDED VEHICLES: An impounded car can now be sold without the owner's knowledge if fees aren't paid within 30 days.
SECOND-TIME PERPETRATORS OF DOMESTIC VIOLENCE: Stiffer punishments await.
