He said one of his top priorities will be to revitalize the west side of the district, which includes parts of Salt Lake City, South Salt Lake and West Valley City. He said he wants to make use of the district's diversity, saying some in its large Hispanic and Asian communities don't participate in the political process because they don't understand the process and feel marginalized.

Wiley said he will dive into his new position if Huntsman confirms his nomination, though he said he has a lot of learning to do.

"As a common citizen, this is so new to me," he said. "I have no idea what to expect up there."

District 31 is one of the state's most heavily Democratic. McCartney said Democratic candidates average about 57 percent support in the district. Adams called it a very politically active district. Wednesday night's balloting saw about 72 percent of the party's delegates casting a vote.

In his new position, McCartney will oversee the work of the board, provide staff assistance, compile quarterly reports and research any alleged incidents of police misconduct.
