"It borders on discriminatory if you look at a class of people that are north of Salt Lake, trying to segregate them out as different and less important than those that live in Salt Lake or those that live around the south end of Salt Lake," Adams said.

"Why is he picking on the north? I don't know if our hair is the wrong color or what. I don't know what's wrong with us."

Anderson has criticized the Legacy Parkway for years. In November 2001 he joined the Sierra Club and Utahns for Better Transportation in a lawsuit that eventually halted construction on the 14-mile project.

The 10th Circuit Court of Appeals temporarily shut down the project and ordered the Utah Department of Transportation to further study the environmental impacts of the project. Last month, UDOT released its Supplemental Environmental Impact Statement that answers the court-ordered questions. The public may comment on the report until March 3.

If built, Legacy Parkway will start in Farmington and stretch near the eastern edge of the Great Salt Lake in southern Davis County and connect to I-215 in North Salt Lake.
