"As a Hispanic I am totally for securing our borders," Segura said. "A lot of people feel this is a personal attack. We're going to approach this from a logical standpoint. This is the law, and without law there is anarchy."

Throckmorton, meanwhile, said he's been looking for areas of agreement between both sides of the issue. He said that to some the issue may be locals losing jobs, to others it may be workers not getting a fair wage, but "everyone basically agrees we have a problem with enforcement."

Throckmorton said he'll support legislation to make a Utah driver's license expire when an alien's visa expires. He'll also lobby to mandate Utah employers use a new Social Security verification system. The program, which makes it possible to verify new employees' names and Social Security numbers, rather than just the Social Security number, is expected to be available nationwide in January, Throckmorton said.

"If we can come up with a good enforcement mechanism, we will go a long way," Throckmorton said.
