Transit proposal seeks tax hike

• Impose a statewide sales tax on gasoline, equal to current sales tax levels.

• Charge an additional statewide tax on gasoline of 5 cents per gallon.

• Index the statewide per-gallon gasoline tax so that it adjusts for inflation, increasing the tax about 3 percent (or about sixth-tenths of a cent) each year.

• Adopt a local-option sales tax on gasoline of a half-cent per gallon (likely only in Davis, Salt Lake, Utah and Weber counties).

• Raise the statewide vehicle registration fee by $20 per vehicle, increasing the fee to $41.

• Charge motorists for new roads through tolls, and offer drivers traveling alone the option of paying to use high-occupancy vehicle lanes.

• Dedicate 20 percent of the money generated by the state's portion of the sales tax on motor vehicles to transportation.

• Increase property taxes by .00117 in the Utah Transit Authority's service area (but only where approved by local governments) to fund general obligation bonds.

• Seek additional federal funding and legislation allowing redevelopment agency financing.

The task force, which consists entirely of state lawmakers, can pick and choose from the list and come up with its own recommendation for their colleagues in the House and Senate to consider during the 2005 session.

Sen. Carlene Walker, R-Sandy, co-chairwoman of the task force, said she hopes those who have participated in the panel's efforts to resolve transportation funding issues will be supportive of whatever proposed solution the task force comes up with.

"We are going to have to make some tough choices," she said.
