Utahns for a Better Tomorrow formed after the Sept. 15 filing deadline, according to the State Elections Office, so its contribution records were not available. The next filing deadline is Oct. 26.

Stewart said UBT is actively trying to raise money from in-state donors. Spokeswoman Nancy Pomeroy said the campaign will comply with state election laws, but declined to discuss funding.

As of Sept. 15, existing groups supporting the amendment had raised a combined $16,480, but signs point to increased fund-raising.

Sen. Chris Buttars, R-West Jordan, co-chairman of CDOMA, said his campaign has given $25,000 to UBT, which is handling the media campaign.

"We'll maybe have $100,000" for a media budget, Buttars projected.

To date, Orem philanthropist Bruce Bastian, co-founder of WordPerfect, is Don't Amend's largest individual contributor, having donated $314,500 to the campaign. The campaign has received contributions from 1,500 donors, 82 of whom are from outside Utah, McCoy said.

The largest out-of-state contributions are:

• Human Rights Campaign, $50,000.

• California fund-raiser for people with ties to Utah, $13,000.

• National Gay and Lesbian Task Force, $10,000.

• National Center for Lesbian Rights, $5,000.

"It's a matter of where the money is coming from and what is their agenda," Stewart said, questioning whether Bastian — who travels out-of-state frequently — is technically from Utah.

"These are people who want gay marriage, or who want same-sex unions. . . . There's no question what their agenda is," Stewart said.

Bastian responded, saying amendment supporters are using a "hate and fear campaign" to discredit him. He said he's been a Utah resident since 1966 and holds degrees from Brigham Young University.

"When I gave $1.3 million to the (University of Utah) to buy pianos, nobody squawked at that," Bastian said. "My home is in Utah. Yes, I have homes in other places, but my money is in Utah. . . . I'm not out of state, that's a flat-out lie."
