While Anderson may have broken parts of that law, it is not known if there are any criminal penalties associated with breaking the law. Assistant Attorney General Thom Roberts said he couldn't find a place in the statute that discussed penalties.

Rozan Mitchell, assistant director of the Utah Elections Office, said in most cases elections officials will ask that the employee who used city resources for political purposes just pay the city back. For instance, if an employee used a copy machine to make campaign flyers, that employee would have to pay the city back for copying costs.

Seed said she couldn't comment further on the issue because the mayor has ordered her not to speak with the Morning News reporter who covers City Hall. The mayor has also said he would no longer speak with that reporter after the Morning News published a story about the mayor's campaign e-mails last week, Seed said.

That article mentioned concerns council chairman Jill Remington Love raised about the mayor's campaign e-mails. Anderson claims Love was misquoted in that story and said he will not talk unless the reporter writes a correction regarding Love's comments and offers an apology to the mayor, Seed said.

Contacted Tuesday, Love said she was not misquoted in the article.
