Open-space bid falls short

Proponents blame legislators, refuse to throw in towel

Backers of the so-called growth-control initiative have said the money would be used for such projects as protection of drinking water; land around rivers, lakes and streams; wetlands and critical wildlife habitat; family farms and ranches; museums of natural history; historic and cultural landmarks; city, county and state parks; and trails, greenways and outdoor recreational activities.

The Utah Quality Growth Commission would administer the bonds, in association with other natural resource agencies. It would be allocated on a competitive application basis to conservation and community projects sponsored by local governments and other entities statewide.

A coalition of agricultural interests, business, industry and land developers calling itself "Coalition for One Less Tax," led an effort to remove signatures. But opponents say that did little to defeat the proposal to put it on the ballot because they removed just 250 names.

"It really bailed on its own," said Wes Quinton, vice president of public policy for the Utah Farm Bureau. "Our concerns centered on the fact that this was moving toward a more citizen activism rather than an informed body that makes decisions on collaboration."

Proponents, although frustrated with the initiative process, are holding out for a recount.

"We think we made it," Smith said. "We are not worried about a couple of hundred signatures that appear to be in discrepancy."
