A privilege, not a right

In his letter of May 4, Joseph Evans says that carrying a concealed weapon is guaranteed by the Constitution.

Ridiculous.

Unlike free speech, carrying a concealed gun is not a Constitutional right. It is a privilege. If you want to carry a concealed weapon you have to ask for permission from the state of Utah and a permit is granted only to those who meet requirements specified by law. It's very easy to distinguish between a right and a privilege. You don't have to go down to the courthouse every five years to renew your free speech permit.
